The purpose of this Interim Standard is to enable a Cellular Carrier and an Exchange Carrier (EC), Interexchange Carrier (IC), International Carrier (INC), Consolidated Carrier or other carrier to provide interconnecting equipment that operates compatibly. This Interim Standard provides signaling protocol requirements for the interface located between a Cellular Carrier network and an EC, IC, INC, Consolidated Carrier or other carrier network.
