This document provides the operations personnel of telecommunications service providers and customers with general procedures for the installation, testing and maintenance of Special Access Services, WATS Access Lines and Switched Access Services Feature Group “A”. Also included are Telecommunications Service Priority (TSP) Guidelines, which provides for the priority treatment of National Security Emergency Preparedness (NSEP) telecommunications services. Where applicable, this document may address NGN aspects.
